Ir ZHENG Qiong, Joan is a dedicated educational leader and aviation expert with over 30 years of industry experience. Currently serving as Principal Lecturer and Project Manager of the Aviation and Maritime Education Centre (AMEC) at the Vocational Training Council (VTC) IVE (Tsing Yi), she is also the Deputy Chairperson of the Transportation Training Program Board. A key champion of low-altitude economy and aviation education initiatives, Joan has played a pivotal role in designing and implementing vocational training programs in this emerging field. She led the development of AMEC, managed equipment procurement with a budget exceeding HKD 120 million, and fostered strategic partnerships within the Greater Bay Area aviation industry partners. Her extensive expertise spans aviation safety, compliance, and project management, bolstered by her previous leadership roles at Cathay Pacific Airways and other leading aviation organizations.

Vocational and Professional Education and Training (VPET) is an integral component of the region’s strategy to develop a thriving Low Altitude Economy (LAE) ecosystem. This presentation outlines the Vocational Training Council’s (VTC) leadership in Small Unmanned Aircraft (SUA) training, highlighting its initiatives in curriculum integration, cross-disciplinary cooperation, and industry engagement. It will emphasize hands-on training, certification benchmarks, and emerging applications, including air logistics, entertainment, and urban air mobility, as VTC prepares the workforce for diverse LAE-driven opportunities, such as air ride-sharing and urban air transport.
VPET is indispensable for aligning workforce capabilities with evolving market demands. This talk will also discuss exploratory initiatives, such as the SUA Cat C (Advanced Rating) training programme and the potential development of Low Altitude Aviation infrastructure at the Aviation and Maritime Education Centre (AMEC), along with the challenges and limitations faced. These efforts demonstrate VTC’s adaptive approach to talent development in this dynamic sector.
