Liu Chen currently serves as the Party Branch Secretary, Chairman, and General Manager of Hangzhou Low-Altitude Industry Development Co., Ltd. He is an expert for the Urban Air Traffic Management Pilot Program of the Central Air Traffic Management Committee, an expert involved in drafting the Drone Take-off and Landing Field Construction Guidelines for the Low-Altitude Department of the National Development and Reform Commission, the Deputy Leader of the Policy Research Group of the Hangzhou Low-Altitude Task Force, and the Secretary-General of the Hangzhou Low-altitude Economy Industry Federation. 

Mr. Liu Chen began researching the low-altitude industry in early 2023 and has participated in the compilation of reports such as the "Feasibility Analysis Report for Hangzhou's Drone New Infrastructure Project" and the "Hangzhou Low-Altitude Economic Industry Development Report." 

In 2024, Mr. Liu Chen led the establishment of Hangzhou Low-Altitude Industry Development Co., Ltd., adopting the core strategy of "One Network, One Platform, One Ecosystem" to develop three business segments: low-altitude flight service support, infrastructure construction and operation, and industrial ecosystem cultivation. He spearheaded the development of Version 1.0 of the Hangzhou Low-Altitude Traffic Management Service Platform; led the team to build four public vertical take-off and landing sites for unmanned aerial vehicles and the first public take-off and landing point, two of which and the first point have achieved regular operation; promoted the establishment of a 3-billion-yuan specialized low-altitude industry fund focusing on low-altitude manufacturing, logistics, data, and vision. Through coordinated direct investment and industrial fund operations, he increased investment in key areas and attracted a number of high-quality enterprises to establish a presence. Additionally, in collaboration with Hangzhou Industrial Investment Group Co., Ltd. and the Hangzhou Transportation Bureau, he established the Hangzhou Low-altitude Economy Industry Federation, bringing together over a hundred industrial chain enterprises to promote clustered development of the industrial ecosystem.

In 2025, Mr. Liu Chen led Hangzhou Low-Altitude Industry Development Co., Ltd., in partnership with Beijing Flash Express Co., Ltd.. and Antwork Technology, to launch the nation's first city-level low-altitude instant delivery commercial pilot project in Hangzhou. The project hasflown over 250 sorties and transported over 400 real commercial orders for low-altitude instant delivery. Simultaneously, Mr. Liu Chen led his team in actively engaging with low-altitude logistics demanders such as Ele.me, Hema Fresh, JD.com, Meituan, Sam's Club, Huadong Medicine, Sinopec, and the Zhejiang Provincial Blood Center. Together with low-altitude logistics operators like Antwork Technology, they promoted the implementation of commercial low-altitude logistics scenarios. Hangzhou Low-Altitude Industry Development Co., Ltd also collaborated with the Zhejiang Provincial Blood Center to establish the Zhejiang Provincial Engineering Research Center for Blood Safety, actively advancing the large-scale operation of low-altitude blood delivery routes. Furthermore, Mr. Liu Chen led the team in investing in several high-quality companies in the low-altitude logistics field, such as AEROFUGIA, Beijing Zhuoyi Intelligent Technology Co., Ltd, Antwork Technology, and Yifei (Zhejiang) Low-Altitude Mobility Co., Ltd.
