Mr. Lyan Law currently serves as Principal Consultant and Head of New Industrialisation and Industry 4.0, The Cradle - Going Global, Industrial Drone applications and Low-altitude economy (LAE) at the Hong Kong Productivity Council (HKPC). Leveraging his years of experience in innovation, technology, and applied research and development, he actively promotes the development of the Greater Bay Area's new economy and remains at the forefront of promoting Industry 4.0 and New Productive Forces in Hong Kong and China.

In 2020, Lyan played a pivotal role in the establishment of the Hong Kong Industrial Drone Technology Centre (HKIDTC) at HKPC. This centre serves as a platform to raise awareness of drone technology, develop applied research and development use cases, and promote safe flight practices for Small Unmanned Aircraft (SUA) and prepare for the wave of LAE.

The HKPC actively supported the establishment of SUA legislation and was recognized by the Civil Aviation Department (CAD) of the Hong Kong Special Administrative Region Government (HKSAR) as the first Small Unmanned Aircraft Advanced Rating Training Organisation (SUA-ATO). This has led to numerous application scenarios through the issuance of numerous Advanced Operator Permits (AOPs) by the CAD in Hong Kong. As part of this accreditation, the Hong Kong Productivity Council (HKPC) also provides advanced-level training courses and assessments for SUA remote pilots and operators.

Since 2021, the HKPC has been actively collaborating with the Civil Aviation Department (CAD) to validate the SUA training syllabus and assessment standards, ensuring the highest standards of safety and proficiency. In 2024, the Hong Kong Chief Executive established the "Developing Low-Altitude Economy Working Group" and appointed the Hong Kong Productivity Council (HKPC) as the technical partner for the "Regulatory Sandbox" program, providing technical and commercial application scenario assessments, technology application, and project coordination support.

Mr. Law’s professional qualifications include being certified as an Industry 4.0 expert and Principal Advisor for Industry 4.0 by Fraunhofer IPT, Germany. In addition, he holds the Small Unmanned Aircraft (SUA) Advanced Rating Pilot Certification approved by the Civil Aviation Department of the HKSAR. He is also the training manager of the first Approved Training Organization (ATO) and the person in charge of SUA Advanced Operation Permits (AOPs).

羅立仁先生現擔任香港生產力局的首席顧問及主管，職責為香港新型工業化及工業 4.0、企業出海和低空經濟（LAE）應用場境等專業技術領域協助香港及大灣區知名企業提供專業顧問服務，憑藉著多年創科及應用研發經驗，積極開拓大灣區新經濟發展，一直走在推動工業 4.0 和新質生產力的前沿。

2020年，他在生產力局成立「香港工業無人機技術中心」(HKIDTC)的過程中發揮了關鍵作用。該中心旨在提高大眾對無人機技術的認識、開發應用研究和建立應用案例、推廣小型無人機（SUA）的安全飛行實踐，並為低空經濟(LAE)在香港加速發展的浪潮做好準備。香港生產力局在積極配合小型無人機法例成立，獲香港特別行政區政府民航處認可為首個「小型無人機進階培訓機構」（SUA-ATO），並透過由民航處發出多項在香港進行的「進階操作許可證（AOPs）」創造了大量應用場景。作為此認可的一部分，香港生產力局亦為 SUA 的搖控飛行員和操作人員提供進階等級培訓課程並進行考核。

始於2021年香港生產力局已積極與民航處合作驗證 SUA 培訓大綱和評估標準，確保最高的安全和熟練程度標準。於2024年香港特別行政長官成立「發展低空經濟工作組」工作組並同時委任香港生產力局 (HKPC) 為「監管沙盒」計劃的技術夥伴，提供技術與商業應用場境評估、技術應用及項目協調支援等。

羅先生的專業資歷包括德國 Fraunhofer IPT 認可的工業 4.0 專家和工業 4.0 首席行業顧問。此外，還擁有香港特別行政區政府民航處認可的小型無人機 (SUA) 進階操作飛行員認證同時也擔任首間由民航處認可的培訓機構(ATO)的專案經理，也是「小型無人機進階操作許可(AOP)」的持有負責人。
