Dr HA is the Assistant Commissioner for Primary Healthcare at the Health Bureau of the Government of the Hong Kong Special Administrative Region. In this role, he leads and coordinates the planning and development of primary healthcare services in public and private sectors. His key initiatives include the Chronic Disease Co-Care Pilot Scheme service model and Reference Frameworks for primary healthcare professionals. Additionally he oversees the enhancement of primary healthcare infrastructure and performance management to improve service delivery and health outcomes. 

Prior to this position, Dr HA served as the Chief Manager of the Primary & Community Services Department of the Hospital Authority in Hong Kong. He looked after the development of primary care services, integrated elderly services, palliative care services, and rehabilitation services, and steered the improvement of medical social collaboration and patient empowerment across Clusters in the Hospital Authority.

 

A practicing NHS GP and healthcare leader with 30 years’ experience in executive and non-executive roles. I was the first GP to take up the role as National Clinical Director for Older People and Personalised Care in England between 2019 and 2024. I worked as a national clinical leader across the Covid pandemic for many areas relating to older people, as well as delivering on an area of the NHS England Long Term Plan, the ‘Ageing Well Programme’. I was the clinical lead for the Virtual Ward Programme supporting policy development from the national evidence through to the case for change and then the national implementation programme which is now delivering a Virtual Frailty ward in every area of England. I left NHS England a year ago to take up a role at the Royal College of General Practitioners where I currently work as Medical Director for Clinical Policy. Working with a range of external stakeholders and an internal network of over 200 GP members we support the college and members to keep updated with clinical policy areas.

I am a member of the Clinical Consortium for Health Ageing at the WHO and a lecturer in Gerontology at Singapore University of Social Science. I am passionate about the role of communities in healthy ageing through integrated care delivering better outcomes across the world to benefit populations as they age. 

 

Dr Bei Wu serves as the Vice Dean for Research and Dean’s Professor in Global Health at NYU Rory Meyers College of Nursing. She is the co-founder of the NYU Aging Incubator, a university-wide initiative focused on advancing aging-related research and innovation. Before joining NYU, Dr Wu served as the Pauline Gratz Professor of Nursing at Duke University School of Nursing.

A globally recognized leader in gerontology, Dr Wu has significantly advanced the field through interdisciplinary collaborations and groundbreaking research. With extensive expertise in behavioral interventions and secondary data analysis, she has served as Principal Investigator on numerous NIH-funded projects. Dr Wu has authored over 860 publications, including 426 peer-reviewed manuscripts, on critical topics such as dementia caregiving, geriatric oral health, and cognitive impairment risk factors. Her research has been featured in hundreds of media outlets, such as BBC, CNN, The New York Times, and U.S. News & World Report. Her contributions have earned her highly regarded honors, including being named a fellow of the Gerontological Society of America and the New York Academy of Medicine, as well as recognition as an honorary fellow of the American Academy of Nursing and an honorary member of Sigma Theta Tau International.

Dr Wu has been recognized with prestigious awards including the Distinguished Scientist Award for Geriatric Oral Research from the International Association for Dental Research (2017); the Wei Hu Inspiration Award from the China Health Policy and Management Society (2022); the Maxwell A. Pollack Award for Contributions to Healthy Aging from the Gerontological Society of America (2023); the Public Service Award from the American Association for Dental, Oral, and Craniofacial Research (2024); and the World Perio Research Award.
